Abstract:
Around 48% of the knockout matches that went into extra time in the final stages of the men's FIFA World Cup, UEFA European Championship, and Copa America tournaments from 1930 to 2019 ended in penalties.
One way to reduce this percentage is to make scoring goals during extra time easier. This article proposes different possible rule changes during extra time to facilitate scoring goals and therefore increase tiebreakers without resorting to penalties.
These proposals range from minimally intrusive changes such as allowing throw-ins with the foot in the opponent’s half to highly intrusive changes such as limiting the areas where the goalkeeper can touch the ball with their hands (such as the goal area, for example).
Various alternatives will be presented with the aim of opening a debate on whether this is possible or not and what different options can be considered, rather than finding the exact solution.
