The quantum condition has historically been described in terms of the stationary quantum states and the Planck constant. This author has produced the quantum condition as a effect the transitional quantum state. The energy of the photon, the energy levels of the hydrogen atom, and the probability of transition were developed as effects of the transitional velocity. An understanding of the process of the quantum transition should lead to the development of many new technologies.
