Ballistic photons, experiment

It is experimentally demonstrated that the depth to which light penetrates into a water medium varies with the intensity of its source. If light be assumed to be composted of ballistic photons, they must them be emitted with different velocities according to the intensity of the radiation. Thus, either Einstein’s principle of the constancy of the velocity of light is vitiated, or light is not made up of ballistic photons.
